Bod\u00f8 is experiencing a rapid growth in the population and<br \/>\nis now transforming into a larger modern Norwegian city. In February 2014, the city council<br \/>\nadopted the overall strategic plan \u2013 Bod\u00f8 2030. The vision for Bod\u00f8 2030 is \u201can attractive<br \/>\ncapital in the North\u201d. This strategy contains six different focus areas where one focus area is<br \/>\n\u201csustainable city development\u201d.<\/p>\n<p>Within in the focus area sustainable city development, the city of Bod\u00f8 has stated their<br \/>\nclimatic goal: Bod\u00f8 is an innovative low emission city, where the citizens feel safe for nature<br \/>\nrelated dangers. With this statement, Bod\u00f8 will play an active role in both reduction of<br \/>\nclimate gas emission and in adaption to a future climate. Both innovation and development<br \/>\nof new technology will be at central element in this work.<\/p>\n<p>The national government has decided to end the military air activity in Bod\u00f8 within the next<br \/>\nseven to ten years. The runway is from the early 1950\u2019s and has a maximum of ten years left<br \/>\nbefore it has to be replaced by a new runway. This means that it has to be built a new<br \/>\nrunway in Bod\u00f8 within 2025.This gives opportunities to think future city development in a<br \/>\ncompletely new perspective.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-986\" src=\"http:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo.jpg\" alt=\"\" width=\"590\" height=\"329\" srcset=\"https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo.jpg 590w, https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo-300x167.jpg 300w, https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo-530x296.jpg 530w\" sizes=\"(max-width: 590px) 100vw, 590px\" \/><\/p>\n<p>Bod\u00f8 has developed two different scenarios for city development with the two possible<br \/>\nsolutions for future airport in Bod\u00f8. The first alternative is a new parallel runway 80 meter<br \/>\nfrom today\u2019s runway. The other option is building a new airport one kilometre to the east of<br \/>\ntoday\u2019s airport. By building a new airport in the area that is today occupied by the military<br \/>\nactivity gives Bod\u00f8 around 360 hectares for city development. An area big enough to house<br \/>\n25 000 citizens and gives the city large new business areas.<\/p>\n<p>By moving the airport and building a complete new city in near relation with the historic city<br \/>\ncentre, Bod\u00f8 also get the opportunity to build a smart city for the future. In this work the<br \/>\nvision of building the smartest city in the world was born. How does a city look like in 2065?<br \/>\nWhat kind of technology is used in a future city? How is future buildings formed? What kind<br \/>\nof energy sources are used in future cities?<\/p>\n<h3>Scope of Work: Smart Bod\u00f8<\/h3>\n<p>The city of Bod\u00f8 is developing a smart city project called Smart Bod\u00f8. This project is looking<br \/>\nat the whole society perspective in city development. By this, Bod\u00f8 wants to connect public<br \/>\nhealth, education, welfare, environment, culture, governance, business development and<br \/>\ntechnology development together. The focus of Smart Bod\u00f8 is divided in two parts. One<br \/>\nfocus is the future city that we will develop from 2025 and onward. The first focus is to<br \/>\ndevelop a city where climate gas emission is minimized. The second focus is how the existing<br \/>\ncity can become a smart city the next ten years. With these efforts, Bod\u00f8 wants become one<br \/>\nof the frontrunners in the transition to the low carbon society.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-987\" src=\"http:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo2.jpg\" alt=\"\" width=\"603\" height=\"337\" srcset=\"https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo2.jpg 603w, https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo2-300x168.jpg 300w, https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo2-530x296.jpg 530w\" sizes=\"(max-width: 603px) 100vw, 603px\" \/><\/p>\n<p>The ISOCARP UPAT Team will assist the city of Bod\u00f8 in the visioning and implementation<br \/>\nprocess for the urban development of Bod\u00f8. The UPAT Team members will utilize their<br \/>\nknowledge and experience to:<br \/>\n\u2022 Provide professional assessment of the Smart Bod\u00f8 concept;<br \/>\n\u2022 Assess how the airport site can serve as an input factor and catalyst in the development<br \/>\nof local solutions that create regional, national and global value;<br \/>\n\u2022 Assess the proposed expansion of Bod\u00f8 and in which way the existing city can be best<br \/>\nconnected and integrated with the new areas that will be developed;<br \/>\n\u2022 Assess the functions and programs should the different parts of the city (historic centre,<br \/>\nsecondary retail centre and new city) hold in a polycentric model;<br \/>\n\u2022 Assess the urban processes or physical measures that should be started or applied today<br \/>\nto prepare for the city expansion;<br \/>\n\u2022 Assess the implications of the new area for the current day-to-day planning and<br \/>\ndevelopment;<br \/>\n\u2022 Write recommendations for a strategy for sustainable and productive future use and<br \/>\nland management<br \/>\n\u2022 Write recommendations for strategies and solutions for the developing of Smart Bod\u00f8<br \/>\nprogramme that contributes to innovation and the development of local solutions;<br \/>\n\u2022 Carry out comparative research between best practices in comparable cities.<\/p>\n<p>The UPAT Team members working jointly with the city of Bod\u00f8 will:<br \/>\n\u2022 Prepare and present initial findings and recommendations of the UPAT Team to the city<br \/>\nofficials on the last day of the workshop;<br \/>\n\u2022 Contribute to an article (3,000 \u2013 5,000 words) about \u2018New Airport &#8211; Next City &#8211; Smart<br \/>\nBod\u00f8\u2019 concept for inclusion in the 2017 ISOCARP Review (number 13) and for<br \/>\npresentation at the 2017 ISOCARP Congress in Portland, Oregon;<br \/>\n\u2022 Write and publish a dedicated issue of the ISOCARP PLAN Magazine (number 5, 60 pages)<br \/>\nwith the findings and recommendations of the UPAT Team;<br \/>\n\u2022 Organize a UPAT seminar at the 53rd ISOCARP Congress, October 2017 in Portland.<\/p>\n<h2>Terms of Reference<\/h2>\n<p>The role of the UPAT Team is to work closely and collectively with the city of Bod\u00f8 as<br \/>\ncolleagues for one week to review and deliver recommendations, designs and practical<br \/>\nsolutions for the \u2018New Airport &#8211; Next City &#8211; Smart Bod\u00f8\u2019 concept.<\/p>\n<h3>Team Organization and Selection<\/h3>\n<p>The UPAT Team will comprise a total of seven ISOCARP and associated members of HPF: the<br \/>\nTeam Leader, the UPAT Rapporteur, two senior planners, two young planning professionals<br \/>\nCall for Candidates \u2018New Airport &#8211; Next City &#8211; Smart Bod\u00f8\u2019 UPAT in Bod\u00f8, Norway 22 March 2017 4 \/ 8<br \/>\nand the Vice President UPATs. The team will be complemented with two young planning<br \/>\nprofessionals from Norway.<\/p>\n<p>The expertise and experience of ISOCARP and associated members of HPF selected for this<br \/>\nproject need to match with the nature, scale and complexity of the \u2018New Airport &#8211; Next City &#8211;<br \/>\nSmart Bod\u00f8\u2019 concept and with the requested deliverables.<\/p>\n<p>The Vice President UPATs will send out Call for Candidates to members of ISOCARP and<br \/>\nassociated members of HPF on 22 March 2017. The deadline for the applications is 21 April<br \/>\n2017. Candidates with the following expertise and skills will be encouraged to apply:<br \/>\n\u2022 Research and planning of airports, transportation hubs, urban transportation and<br \/>\ntransit-oriented development;<br \/>\n\u2022 Smart City concepts, strategic urban planning and sustainable urban design;<br \/>\n\u2022 Research and analyses of cities, global trends, case studies of best and worst practises;<br \/>\n\u2022 Research and review of spatial planning policy documents;<br \/>\n\u2022 Writing clear and comprehensive spatial planning and vision documents and economic<br \/>\nfeasibility assessments;<br \/>\n\u2022 Translation of vision into principles, scenarios, strategies and directly applicable<br \/>\npractical solutions;<br \/>\n\u2022 Work experience in Scandinavia or in arctic regions is recommended, but not required.<\/p>\n<p>The city of Bod\u00f8 will provide all necessary and relevant information, data and maps related<br \/>\nto the work of the UPAT Team. The UPAT team will visit and study the planning area in great<br \/>\ndetail. As a large part of the planning area in Bod\u00f8 is a NATO air force base in full operation,<br \/>\nthe selected UPAT team members will be screened by NATO intelligence in de weeks before<br \/>\ntravelling to Bod\u00f8.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-988\" src=\"http:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo3.jpg\" alt=\"\" width=\"596\" height=\"336\" srcset=\"https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo3.jpg 596w, https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo3-300x169.jpg 300w, https:\/\/urbanistes.be\/cub\/wp-content\/uploads\/2017\/04\/bodo3-530x299.jpg 530w\" sizes=\"(max-width: 596px) 100vw, 596px\" \/><\/p>\n<p>ISOCARP and the city of Bod\u00f8 may want to organise a second UPAT workshop with (partly)<br \/>\nthe same team members in the winter of 2017-2018 as a follow-up of this UPAT workshop in<br \/>\nMay-June 2017. New team members will be selected from the list of applicants of the first<br \/>\nUPAT workshop.<\/p>\n<h3>Assignment<\/h3>\n<p>The selected team members will be requested to arrive for the UPAT Workshop in Bod\u00f8 on<br \/>\nSaturday 27 May 2017 or Sunday 28 May 2017 at the latest. The UPAT Workshop starts on<br \/>\nSunday 28 May 2017 with a tour in the city of Bod\u00f8. During the week, the UPAT Team will<br \/>\nvisit the planning area and meet representatives and officials of the city of Bod\u00f8. Local<br \/>\nrepresentatives and officials will be available to exchange ideas and respond to questions<br \/>\nthroughout the workshop week. The UPAT Workshop will end with a presentation of the<br \/>\npreliminary results on Friday 02 June 2017. The selected team members will be free to<br \/>\ndepart from Bod\u00f8 on Saturday 03 June 2017.<\/p>\n<p>The Team Leader, the UPAT Rapporteur and the team members will all contribute to the<br \/>\npresentation, the article for the ISOCARP Review and the PLAN Magazine. The UPAT Team\u2019s<br \/>\nfindings will be presented and discussed during UPAT Seminar at the 53rd ISOCARP Congress<br \/>\n24-27 October 2013 in Portland, Oregon.<\/p>\n<p>The UPAT Team will bear in mind that the article for the Review and the PLAN Magazine will<br \/>\nneed endorsement from the city of Bod\u00f8 and need to be written according to the<br \/>\npublication requirements of ISOCARP. The two documents will have to meet the<br \/>\nexpectations of professionalism and excellence of ISOCARP and Bod\u00f8. The PLAN Magazine<br \/>\nshould comprise all UPAT working documents and materials produced by team members<br \/>\nand should be written and edited in English.<\/p>\n<h3>Contribution and Expenses<\/h3>\n<p>Participation in the Urban Planning Advisory Team is open to full ISOCARP Members only.<br \/>\nTheir participation in and contribution to the \u2018New Airport &#8211; Next City &#8211; Smart Bod\u00f8\u2019 UPAT<br \/>\nworkshop in Bod\u00f8 is in principle voluntary (there will be no professional or per diem fees).<br \/>\nHowever, for this exceptional UPAT workshop ISOCARP has negotiated a fee for the UPAT<br \/>\nTeam members who actively participate in the UPAT workshop in Bod\u00f8 and in producing the<br \/>\narticle for the ISOCARP Review and the PLAN Magazine.<\/p>\n<p>The city of Bod\u00f8 will provide accommodation, meals and local transportation during the<br \/>\nUPAT Workshops. The city of Bod\u00f8 will also provide the working and meeting facilities,<br \/>\naccess to the Internet, local information, maps and all necessary supplies required for the<br \/>\nUPAT Workshops and to produce a comprehensive presentation, the article for the ISOCARP<br \/>\nReview and Plan Magazine.<br \/>\nCall for Candidates \u2018New Airport &#8211; Next City &#8211; Smart Bod\u00f8\u2019 UPAT in Bod\u00f8, Norway 22 March 2017 6 \/ 8<\/p>\n<p>An allowance for international travel expenses will be provided (cf. actual cost supported by<br \/>\ntickets and boarding passes) based on a travel distance policy. UPAT participants will receive<br \/>\na maximum travel allowance for flight and visa costs of up to \u20ac 1.000 if their trip originates in<br \/>\nEurope and up to \u20ac 1.500 if their trip originates from outside Europe. In either case,<br \/>\napplicants will receive whichever is the lower of the two figures \u2013 actual expense and the<br \/>\nmaximum limit. Traveling in Norway is comfortable and Bod\u00f8 is a safe city.<br \/>\nHowever, in principle, the UPAT team members will travel and stay in Norway at their own<br \/>\nrisk. The city of Bod\u00f8 and ISOCARP will do their very best to safeguard the safety, integrity<br \/>\nand well being of the UPAT team members.<\/p>\n<h3>Logistics<\/h3>\n<p>\u2022 The location of the UPAT will be in Bod\u00f8, Norway.<br \/>\n\u2022 Expected arrival date of the participants to Bod\u00f8 for the UPAT Workshop is Saturday<br \/>\n27 May 2017, Sunday 28 May 2017 at the latest.<br \/>\n\u2022 Immediately after the selection, the city of Bod\u00f8 will provide the UPAT team members<br \/>\nofficial invitation letters that they may need to apply for their visa.<br \/>\n\u2022 Transportation will be provided to and from the airport.<br \/>\nCall for Candidates \u2018New Airport &#8211; Next City &#8211; Smart Bod\u00f8\u2019 UPAT in Bod\u00f8, Norway 22 March 2017 7 \/ 8<br \/>\n\u2022 A detailed program will be provided to the selected team.<br \/>\n\u2022 The city of Bod\u00f8 will arrange and pay for the hotel, meals, working and meeting<br \/>\nfacilities and local transportation for the UPAT Team.<br \/>\n\u2022 Selected team members are requested to bring their laptops and digital cameras.<br \/>\n\u2022 UPAT Team members are requested to take a personal travel insurance to cover their<br \/>\nrisks.<br \/>\n\u2022 Departures of the team members will have to be scheduled for Saturday 03 June 2017.<br \/>\n\u2022 Immediately after the selection in mid April one or two UPAT team members will need<br \/>\nto carry out research and initiate writing the article for ISOCARP 13.
