De nood aan meer en betere woningen voor een verder aangroeiende studentenpopulatie is hoog. De ontwikkeling van nieuwe studentenhuisvesting moet echter meer zijn dan het louter vervullen van een behoefte: het is een opportuniteit om wijken te activeren, publieke ruimte te maken, gemeenschappelijk wonen en programmatorische vermenging te promoten.<\/span><\/span><\/p>\n<p>De Pilootprojecten \u2018Studenten maken stad\u2019 mikken op deze stedelijke en maatschappelijke meerwaarde. Ze zijn het resultaat van een samenwerking tussen Vlaams minister van Cultuur, Media, Jeugd en Brussel Sven Gatz, Br(ik \u2013 Alles voor stadstudenten vzw, het Team Vlaams Bouwmeester en het Team<span style=\"color: #0782c1;\">\u00a0<\/span>bouwmeester ma\u00eetre architecte.<span style=\"color: #0782c1;\">\u00a0<\/span><\/p>\n<p>Eind 2016 werden twee Pilootprojecten \u2018Studenten maken Stad\u2019 geselecteerd:<\/p>\n<ul>\n<li style=\"mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%;\"><span style=\"font-size: 12px;\"><span style=\"font-family: open sans,helvetica neue,helvetica,arial,sans-serif;\"><strong>KOTMET:<\/strong> een studentenhuisvestingsproject op de site van Abattoir in Anderlecht<\/span><\/span><\/li>\n<li style=\"mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%;\"><span style=\"font-size: 12px;\"><span style=\"font-family: open sans,helvetica neue,helvetica,arial,sans-serif;\"><strong>k-DRUUM:<\/strong> een studentenhuisvestingsproject in het centrum van Brussel<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 12px;\"><span style=\"font-family: open sans,helvetica neue,helvetica,arial,sans-serif;\">Abattoir nv is de beheerder en de bezieler van de site Abattoir in Anderlecht. Het project <strong>KOTMET<\/strong> is strategisch gelegen langs het kanaal aan de Bergensesteenweg, tegenover het metrostation Cl\u00e9menceau en grenzend aan de nieuwe Foodmet. De site zit volop in een dynamiek van gebiedsontwikkeling. Rekening houdend met de toenemende internationalisering van de studentenpopulatie en met het zeer multiculturele karakter van de buurt, heeft Abattoir nv de ambitie om de site verder op een internationaal niveau te tillen en dus een internationaal publiek aan te trekken. Het project zet in op studentenhuisvesting gekoppeld aan voorzieningen en noodzakelijke functies voor de buurt. KOTMET bevat 2 bouwvolumes met een publieke \u2018parvis\u2019 die samen een nieuwe \u2018poort\u2019 voor de site vormen tot een afgewerkt geheel.<\/span><\/span><\/p>\n<p><strong>k-DRUUM<\/strong> is een priv\u00e9-initiatief gekoppeld aan een bestaand project aan de overkant van de straat met woningen, bed &amp; breakfast en atelierruimtes, waar eigentijdse kunst en jong creatief ondernemerschap centraal staan. De site is goed gelegen in het centrum van Brussel, met vele voorzieningen en vlot openbaar vervoer waardoor je de studenten eenvoudig kan binden aan de stad. Het project wil inzetten op \u2018micro-chirurgie\u2019 op een kleine site, waarbij kamers, gemeenschappelijke functies en gedeelde ruimtes slim geschakeld worden. Gezien de eigenheid van DRUUM en zijn continue interactie met kunstenaars, zal ook voor deze opdracht een samenwerking met een kunstenaar opgezet worden. Er wordt gezocht naar een zeer korte uitvoeringsperiode om hinder te beperken voor de stedelijke omgeving.<\/p>\n<p><strong>PROCEDURE<\/strong><br \/>\nDe opdracht voor het ontwerpend onderzoek zal toegewezen worden aan 3 teams die elk onafhankelijk het ontwerpend onderzoek uitvoeren. Aan het einde van de opdracht zullen de 3 voorstellen beoordeeld en gerangschikt worden op basis van de doelstellingen van pilootprojecten, de concrete ambities van de private opdrachtgevers en de effectieve haalbaarheid voor realisatie. De private partner neemt het engagement om met de 3 teams van het ontwerpend onderzoek in volgorde van rangschikking te onderhandelen met als doelstelling een overeenkomst af te sluiten voor de volledige studieopdracht architectuur van het project.<\/p>\n<p><strong>BUDGET<\/strong><\/p>\n<ul>\n<li style=\"mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%;\"><span style=\"font-size: 12px;\"><span style=\"font-family: open sans,helvetica neue,helvetica,arial,sans-serif;\">Het bedrag voor het ontwerpend onderzoek <strong>KOTMET<\/strong> werd vastgelegd op 25.000 euro per team (excl. BTW).De private architectuuropdracht wordt geraamd op 700 m\u00b2 bruto voor een bouwbudget van 850.000 euro (excl. BTW en erelonen).<\/span><\/span><\/li>\n<li style=\"mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%;\"><span style=\"font-size: 12px;\"><span style=\"font-family: open sans,helvetica neue,helvetica,arial,sans-serif;\">Het bedrag voor het ontwerpend onderzoek <strong>k-DRUUM<\/strong> werd vastgelegd op 10.000 euro per team (excl. BTW). De private architectuuropdracht wordt geraamd op 4510 m\u00b2 bruto voor een bouwbudget van 5.500.000 euro (excl. BTW en erelonen).<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 12px;\"><span style=\"font-family: open sans,helvetica neue,helvetica,arial,sans-serif;\">Elke geldige offerte die op vraag van de opdrachtgever ingediend maar op basis van de gunningscriteria niet weerhouden werd, zal worden vergoed voor een bedrag van 1.000 euro (excl. Se fait donc ressentir un besoin grandissant pour de meilleurs logements \u00e9tudiants. Cependant, le d\u00e9veloppement de ce type d\u2019habitat\u00a0ne doit pas \u00eatre la simple ex\u00e9cution d\u2019un besoin : il s\u2019agit ici de saisir l\u2019occasion d\u2019activer des quartiers, de cr\u00e9er de nouveaux espaces publics, de promouvoir tant des logements communautaires qu\u2019une mixit\u00e9 de programmes.<\/span><\/span><\/p>\n<p>Les projets pilotes \u00ab Studenten maken stad\u00a0\u00bb (les \u00e9tudiants font la ville) visent \u00e0 apporter une valeur ajout\u00e9e \u00e0 l\u2019\u00e9chelle urbaine et sociale. Le projet KOTMET est strat\u00e9giquement situ\u00e9 le long du canal, sur la Chauss\u00e9e de Mons, en face de la station de m\u00e9tro Cl\u00e9menceau et borde le nouveau Foodmet. Il s&#8217;agit l\u00e0 d&#8217;un lieu\u00a0en plein essor en mati\u00e8re d&#8217;am\u00e9nagement territorial. Compte tenu de l\u2019internationalisation croissante de la population \u00e9tudiante et de la nature multiculturelle du quartier, Abattoir nv a l\u2019ambition de porter le site \u00e0 un niveau international sup\u00e9rieur et donc d\u2019attirer un public similaire. Le projet se concentre donc sur le logement \u00e9tudiant mais \u00e9galement sur les fonctions n\u00e9cessaires pour le quartier. KOTMET comporte deux volumes de construction ainsi qu\u2019un parvis public, le tout formant une nouvelle \u00ab porte d\u2019entr\u00e9e \u00bb pour que le site forme un tout fini.<\/span><\/span><\/p>\n<p>k-DRUUM est une initiative priv\u00e9e li\u00e9e \u00e0 un projet existant voisin et comprenant des logements, un Bed&amp;Breakfast et des espaces int\u00e9grant des ateliers o\u00f9 l\u2019art contemporain et les jeunes entrepreneurs auront une place de choix. Le site est id\u00e9alement situ\u00e9 au centre-ville avec de nombreux acc\u00e8s aux transports en commun, permettant ainsi de lier facilement les \u00e9tudiants \u00e0 la ville. La volont\u00e9 est ici de faire de la \u00ab micro-chirurgie \u00bb sur un site de petite taille, o\u00f9 les chambres, les fonctions communes et les espaces partag\u00e9s seront intelligemment connect\u00e9s entre eux. Selon la sp\u00e9cificit\u00e9 de DRUUM et son interaction avec les artistes, un partenariat sera mis en place avec un artiste. Une tr\u00e8s courte p\u00e9riode de mise en \u0153uvre est pr\u00e9vue afin de limiter l\u2019impact sur l\u2019environnement urbain.<\/p>\n<p><strong>PROC\u00c9DURE<\/strong><br \/>\nCette mission sera attribu\u00e9e \u00e0 trois \u00e9quipes qui auront effectu\u00e9 de mani\u00e8re ind\u00e9pendant la recherche par projet. \u00c0 la fin de la mission, les trois propositions seront class\u00e9es en fonction des objectifs des projets pilotes, des ambitions concr\u00e8tes des ma\u00eetre d\u2019ouvrages priv\u00e9s ainsi que de la faisabilit\u00e9 effective du projet.
